Talking budget is easy but practicing the same is a challenge. The budget that the government has presented in the parliament is expected to be translated into action with a sense of accountability and honesty. If the implementers do not follow this, the pledge and provision made in the budget will not have any effect on public life and the economy as a whole. History and past practice indicate that there is in Nepal a tendency of either bypassing the budget or its provisions or ignoring its provisions for meeting the interest of those in power. That practice which is being followed under one excuse or the other should be abandoned this time. The Finance Minister who presented the budget will contribute significantly to the great cause of Nepali economy if he prepares environment for strictly following the direction of the budget. Although significant steps have not been taken to boost investment, open up new opportunities for employment, reduce sky rocketing market price, and assure measures for fulfilling commitment to 17 different areas mentioned in the Sustainable Development Goals, the budget has pursued a path of maintaining a year- long expenses and revenue of government sector. The development works being undertaken in the country expect to be addressed on a priority basis. Similarly, public services regarding delivery to meet the basic needs of people need proper attention. If this is not done the economy cannot come out of current recession-type situation. The grievances of municipality level bodies and those of the provinces should also be addressed promptly. This is a must for making the economy move forward. The import and export sector along with the agriculture particularly grain, livestock and horticulture cannot be sidelined. The budgetary provisions for all these, although not adequate, should be properly implemented for positive impact. The small and cottage industry sector is another area in which the budgetary provisions should be pursued for better results. People in the urban sectors are suffering most from lack of timely service delivery. They are looking towards the budget for addressing the gap. The tourism sector which is at present expanding and growing well has been taken into consideration by the budget. Special care should be taken for boosting the sector through the smooth and responsible budgetary practice. If the points mentioned above are taken seriously while practicing the fiscal 2024-25-budget, it would make some difference in economy in one year. Budget- implementers have to take it with a sense of seriousness and dedication.
