Two factors – political problems inside ruling parties and by election – appear to have obstructed the process of cabinet completion at the moment, say informed sources.
Since there are political differences and keen competition among leaders inside the ruling parties for grabbing posts in ministry, the Council of Ministers has not been able to take a complete shape.
According to a reliable source, the government will take full shape after the by elections, slated for April 23.
In the meanwhile, Nepali Congress, the single largest party in the parliament is itself facing troubles in suggesting some four names for ministers. Since Koirala-faction in the party is pressing for more seats, Deuba, the NC chief, has not been able to finalize its list for ministry. “Managing the ambitions of new generation leaders has been a problem for the NC.”
Similarly PM Dahal is also facing some problems in his party. Some leaders in the ruling Maoist Centre appear to be dissatisfied over the way the PM has picked up ministers. They want more seats for the party and more opportunities for those who have never been able to join government.
Some other ruling parties are also not happy over the ministries they have been allotted.
The forthcoming by elections have been one excuse for the government to explain the delay in completion of cabinet-completion.
The by polls are important politically because they will decide on the political fate of some popular leaders such as Upendra Yadav and Ravi Lamichhane.
