Renewable energy will be mainstreamed: Minister Ghising

Minister for Energy, Water Resources and Irrigation Kulman Ghising has said that the government is ready to remove the 10 percent provision in the current energy mix ratio which says 5 to 10 percent of total electricity generated by hydropower technology will be complemented by other non-hydro renewable energy technologies – microhydro, solar photovoltaic, wind power and so on.

Minister Ghising made this statement during a meeting with representatives of the Renewable Energy Confederation of Nepal (RECON), an umbrella organization of the private sector active in the fields of micro-hydropower, biogas, biomass, solar energy, and wind energy.

The Minister mentioned that he is fully committed to building a sustainable, inclusive, and robust renewable energy system. Renewable energy will be mainstreamed in the country’s energy development scenario, as renewable energy technology will contribute to Nepal’s goal of achieving net-zero emissions by 2045.

The memorandum submitted to Minister Ghisingh demands the speedy implementation of the Renewable Energy and Energy Efficiency Act, 2080, and effective representation of the private sector in the Electricity Regulatory Commission. It has been suggested to fully institutionalize net-metering, decentralized generation, micro hydropower, and rooftop solar in the national energy policy, expand the ‘PPP’ model in these energy projects, and implement them in a way that creates employment for the Gen Z generation at the local level.

Green finance and investment, reducing investment risk by expanding carbon market mechanisms, ensuring tax exemptions and customs concessions and preferential interest rates for renewable energy technologies, and industries producing bioenergy, among others emphasis has been placed on providing subsidized electricity to renewable energy industries, connecting micro hydropower projects to national transmission lines, and collaborating with universities and international partners.

To provide incentives with a goal of increasing the share of renewable energy technologies in the energy mix to 25 percent, and there has also been a demand to create employment for the Gen Z generalization by establishing renewable energy technology parts, equipment, assembly industries in Nepal under the ‘Made in Nepal – Make in Nepal’ initiative.

To enable meaningful participation of women, youth, the elderly, and marginalised communities in employment, ownership, and entrepreneurship, conduct energy needs assessment, management, and financial capacity development programmes at the provincial and local levels, RECON chairperson Kushal Gurung said Minister Ghising is also positive about ensuring public participation in generation, transmission and distribution, and connecting energy access with cottage and small industries and entrepreneurship.

Immediate Past Chairperson of RECON, Guna Raj Dhakal, and representatives of private sector organizations related to micro hydropower, biogas, biomass, solar energy, and wind energy technologies were present in the meeting with Minister Ghising.
