Due to centralized thinking federalism not being implemented: CM Minister Lama

Bagmati Province Chief Minister Bahadur Singh Lama has said that problems have arisen due to centralized thinking and mentality while implementing federalism in the country. He was speaking at a discussion programme in Kathmandu on Saturday on theme “Role of provincial and local levels in strengthening federalism,” organized by the Provincial Good Governance Center, Bagmati Province, in Lalitpur .

During the program Minister Lama said that despite giving clear powers to local levels and provinces in the constitution, practical difficulties have arisen due to poor mentality of leaders regarding the implementation of federalism. Everyone should put aside personal interests and work with a sense of social welfare, he pointed out.

Suraj Chandra Lamichhane, Minister of Internal Affairs and Law of Bagmati Province, while giving a presentation on the problems facing the provincial units, said that the successful implementation of the constitution can only be achieved if the provincial structure is made strong and empowered for the overall development and prosperity of the country.

Gopal Krishna Neupane, Executive Director of the Provincial Good Governance Center, Bagmati Province, expressed his belief that this discussion would provide an in-depth discussion on the achievements in implementing federalism, its benefits, and existing problems at the provincial and local levels, which will contribute to the formulation of laws and regulations. Dr. Khimlal Devkota, Chairman of the Federalism and Localization Center and former member of the National Assembly, said that after the implementation of federalism in Nepal, there has been encouraging inclusive representation at all levels and liberalization in financial transfers
