President Paudel will attend the Global Climate Summit
The 2024 UN Climate Change Conference (UNFCCC COP 29) will convene during 12th to 29th November, 2024 in Baku, Azerbaijan.
The COP is the supreme decision-making body of the Convention. All States that are Parties to the Convention are represented at the COP, at which they review the implementation of the Convention and any other legal instruments that the COP adopts and take decisions necessary to promote the effective implementation of the Convention, including institutional and administrative arrangements.
A key task for the COP is to review the national communications and emission inventories submitted by Parties. Based on this information, the COP assesses the effects of the measures taken by Parties and the progress made in achieving the ultimate objective of the Convention.
The COP meets every year, unless the Parties decide otherwise. The first COP meeting was held in Berlin, Germany in March, 1995. The COP meets in Bonn, the seat of the secretariat, unless a Party offers to host the session. Just as the COP Presidency rotates among the five recognized UN regions – that is, Africa, Asia, Latin America and the Caribbean, Central and Eastern Europe and Western Europe and Others – there is a tendency for the venue of the COP to also shift among these groups.
Mr. Ilham Aliyev, President of the Republic of Azerbaijan has invited Heads of State and Government to participate in the World Leaders Climate Action Summit (WLCAS), on Tuesday, 12 and Wednesday, 13 November 2024, when the first part of the High-Level Segment (HLS) for HoS/G will also take place.
The invitation to the WLCAS in the Republic of Azerbaijan during COP 29 signifies the importance for World Leaders to engage and enhance ambition and enable action to reduce emissions, adapt to climate change, and address loss and damage, to implement and transform key climate related decisions into concrete actions and credible plans to tackle climate change.
This event will include the 29th session of the Conference of the Parties (COP 29), the 19th meeting of the COP serving as the Meeting of the Parties to the Kyoto Protocol (CMP 19), and the sixth meeting of the COP serving as the Meeting of the Parties to the Paris Agreement (CMA 6) that will convene to complete the first enhanced transparency framework and the new collective quantified goal on finance, among other matters. The 61st sessions of the Subsidiary Body for Scientific and Technological Advice (SBSTA 61) and the Subsidiary Body for Implementation (SBI 61) will also meet.

He will represent Nepal at the 29th UN Conference of the Parties (COP-29) on climate change, scheduled to be held in Baku, Azerbaijan, from November 11 to 22, according to the Minister for Forests and Environment, Aina Bahadur Shahi Thakuri. The high-level delegation underscores Nepal’s commitment to addressing climate change issues on an international platform.
In a press briefing at the ministry, Minister Shahi Thakuri highlighted the government’s extensive preparations for COP-29, including infrastructure, national committees, and policy guidelines. Nepal’s agenda will emphasize biodiversity conservation in mountain regions, disaster management, and climate financing, with the ministry designated as the focal agency for the Climate Adaptation Fund.
The ministry has also introduced policies aimed at sustainable resource management. Secretary Dr. Dipak Kumar Kharal noted the recent approval of a plan to allocate 80 per cent of carbon trade dividends to communities, alongside a policy to involve the private sector in carbon trading. Additional achievements include the development of a National Forest Strategic Plan, increased forest coverage, and the collection of Rs 65.9 million in the Forest Development Fund.
Minister Shahi Thakuri reported the ministry’s progress over the past 100 days, including eight key policy and legal reforms to advance Nepal’s forest, biodiversity, and environmental sectors.
